The Act of Co-Determination
The Swedish act on Codetermination at Work, 1976, is an unique statue in the area of industrial relations and human resource development, awarding influence to the employees leading to a process of joint decision making in the management of the enterprise. The study ascertains to what extend the Act has achieved its purpose by an analysis of the opinions of the participants in the arena – the employer and the employees and other H.R. experts. In doing so it is demonstrated that a fairly reliable system can be devised to ascertain the efficacy of a statue.
The author has attempted to show that the various components of the Act introduced to precipitate codetermination have been largely effective for this purpose and the influence generated satisfies the employees and the managers without unduly upsetting the management process; thus contributing not only to better development of human resources but also better management of the enterprise.
